The point was offered that it would be helpful for people making films, which I think is a pretty good point. I wouldn't mind being able to do some filming in outposts without natural slow, while still getting a walk effect.
"Through the hustle and bustle of Lion's Arch we see a few people enjoying a stroll around the town. Who knows what the majority of the populous are worrying about today, but on this occasion, 'player X and co' are taking this opportunity to relax and enjoy the coastal scenery the town has to offer."
I think it'd be a nice addition for something like that.

I'm sorry but you can't just assume that implementing ANYTHING in this game would take 30 seconds. I'm sure there are other factors that need to be taken into account, not just 'I want to walk.' Nothing in this industry takes '30 seconds' to implement. Whether you think it would or not, time would need to be set aside for implementing something as seemingly simple as this.

I don't know, never noticed any big glitches...
Anyway, it doesn't affect anyone if you see someone walking, does it? And if they want to do that in a mish/PvP, you always have Dolyak Signet
Plus, walking animations are awesome I sometimes put a hammer/scythe on my chars when they walk on ice just to see them this way...
